THE UNCOUNCIL FOR HUMAN RIGHTS AND THE OFFICE OF THE UNITED NATIONS HIGH COMMISSIONER FOR HUMAN RIGHTS
The Republic of Kazakhstan actively cooperates with the UN Human Rights Council (UNHRC), the Office of the United Nations High Commissioner for Human Rights (OHCHR) and other human rights mechanisms of the UN system.
The HRC is the most important institution in setting global standards in the field of human rights and coordinating the activities of international human rights mechanisms.
Cooperation with OHCHR, headed by the United Nations High Commissioner for Human Rights, is one of the prioritized areas of Kazakhstan's foreign policy. In addition to its core mandate, OHCHR serves as the secretariat for the UN Human Rights Council, the UN treaty bodies (expert committees) and the UN Special Procedures (57 in total, 43 thematic and 14 country mandates).
Kazakhstan pays special attention to the partnership with UN treaty bodies, in this regard, recognizing the competence of the Human Rights Committee, the Committee on the elimination of all forms of racial discrimination, the Committee on the elimination of discrimination against women and the committee against torture.
Treaty bodies are entitled to monitor state compliance with their international obligations in accordance with ratified international human rights conventions.
The Republic of Kazakhstan delivered multiple national reports to the treaty bodies.
After issuing a standing invitation to all mandate holders of the Special Procedures of the Human Rights Council in 2009, Kazakhstan was visited by the Special Rapporteur on the Independence of Judges and Lawyers (2004); Special Rapporteur on human rights and terrorism (2006); United Nations Special Rapporteur on Torture (2009 and 2010); Independent expert on minority issues (2009); the UN Special Rapporteur on adequate housing (2010); the UN Special Rapporteur on the Right to Education (2011); UN Special Rapporteur on contemporary forms of slavery, including its causes and consequences (2012 and 2014); UN Special Rapporteur on freedom of religion or belief (2014); UN Special Rapporteur on the right to freedom of peaceful assembly and the right to association (January 2015); Special Rapporteur on toxic and hazardous waste (March-April 2015); UN Special Rapporteur on the Rights of Persons with Disabilities (September 2017). Aditionally, the delegation of the UN Subcommittee on Prevention of Torture visited Kazakhstan in 2016.
Between 2013 and 2015, Kazakhstan was a member of the UN HRC, and in 2015, held the post of the Council's Vice-President of the Asia-Pacific group.
